Background for the study

The Public Service Commission in 2002 authorized a job evaluation physical exercise to be carried out inside the civil service which was directed at professionalization of the whole city service. The study was intended to benefit the us government through changement of the grading system as a result in turn lessen the rate of resignation and retain skilled staff.
