Background for the study
The Public Service Commission in 2002 authorized a job evaluation physical exercise to be carried out inside the civil service which was directed at professionalization of the whole city service. This kind of exercise was done to enable the government staff to be rated and remunerated according for their qualifications but not experience as was previously carried out. In 2003, according to a letter resolved to all ministries signed by the then Admin for Public Service Commission rate Mr. R. Ndukuhla the results with the job evaluation exercise were to be implemented. After the exercise, an expert qualification was now a prerequisite because of employment, re-grading or promo purposes inside the public services. However , professionalization of computer registry grade was not done till after a number of complains had been received relating to a jot down presented by the department of recruitment, evaluation and collection in the General public Service Commission concerning the omission of this level in the professionalization. The study was intended to benefit the us government through changement of the grading system as a result in turn lessen the rate of resignation and retain skilled staff. It was hoped that through this research the records pros would be able to see how their career was advancing or not really progressing and if possible make an appeal towards the commission pertaining to restructuring with their grade.
